Background: As a child Armando Vega was always facinated by kaiju. It was no surprise that he became one of Cuba's first kaijuologists. His first study [at age 25] was of a large, though relatively harmless kaiju that seemed to be a mutant parrot with two pairs of wings. With Armando's help, the kaiju was captured by the Cuban military and placed into a reserve on one of the uninhabited islands off the Cuban coast. For his help President Batista gave him a presdential award of valor. Soon after learning of the existence of the organization D.R.A.C.O., the president, who had a policy of tolerance towards non agressive kaiju, began to fund the research group. He also appointed Dr. Armando Vega to serve as his representative. As Armando shares many if not all of the beliefs of the organization, he jumped at the chance.
