Eh, when I hear "Forged in the deepest pits of the ocean Leviathan is a product of his environment,", and then read about his water mode, it should probably entail that he has a high knot speed.

...Did I not just say that? All I said is that it should not be the maximum because:
1) He is exceptionally large and heavy.
2) He is not designed solely for aquatic traveling. Because he has arms, legs, and a highly muscular body; even if those arms and legs retract his body wouldn't be perfectly streamlined and designed for maximum speed in water. In fact, if you look at most creatures from the deepest parts of the ocean, they are not particularly fast and some are in fact very sedentary.
