((Water couldn't stop Pheonix from superheating. His body is alway extremely hot to the touch any way, to the point that at the center of his body the water doesn't affect his temperature. The superheating would begin at the center of his body and radiate out, in turn pushing the cold from the water away from him. Anything inside his body, Gigan's claws for example, would also be away from the water's cooling affects, and melt.))

((Because the water is not that cold. We are not in Siberia. The water is already BOILING, which while no where near warm enough to melt metal, is not freezing.
Added proof: I was watching the History Channel the other day about Aircraft Carriers. They were discussing how Plasma was being used to melt holes in the metals of the ship, while having the peice of metal submerged UNDERWATER. If it worked in real life, it sure as hell can work in Sci Fi.))
